A Cleanbill report found that in 10 per cent of federal electorates, adults without concessions cannot access a bulk-billing GP.
The survey of 6,925 clinics showed bulk billing rates have declined in most areas, with 15 electorates having no bulk billing options.
Some electorates saw increases, but most experienced declines, such as Burt in WA, dropping from 61 per cent to 6.5 per cent.
Experts stated that government incentives introduced in 2023, increased bulk billing for children and concession holders, but were not helpful for other adults.
Health Minister Mark Butler stated that Medicare investments have stabilised bulk billing, while medical groups are urging for stronger commitments to affordable GP access.
