Hong Kong singer Hins Cheung recently said in an interview with Wen Wei Po that he will serve as a mentor for the Security Bureau’s “Positive Guidance” programme, participating in a rehabilitation and counselling initiative targeting young people. He also plans to lead participants on future exchange trips to mainland China to gain a better understanding of national development.

According to reports, the programme has been promoted by the Security Bureau in recent years and mainly targets young people who were arrested in connection with cases related to the 2019 extradition bill protests but have not been prosecuted for a long period. The initiative aims to provide them with opportunities for a “fresh start” and positive guidance. Secretary for Security Chris Tang previously said the programme is intended to help young people rebuild their life direction.

Cheung said he was deeply moved after learning about the initiative and took the initiative to contact the Security Bureau through his management company to express his interest in participating. In the interview, he also reflected on the past, admitting that he was impulsive when he was younger and expressing regret over the way some of his past remarks and artistic expressions were presented. He issued a public apology, saying he was influenced by the social atmosphere at the time and did not fully understand the situation. He added that he has since deeply reflected on his actions and promised not to repeat similar mistakes.

Since the news was released, social media in Hong Kong has reacted strongly, with many users expressing intense interest and raising questions. Various unverified speculations and conspiracy theories have also emerged online, including claims that the arrangement may involve “persecution” or “coercion”, fuelling further debate.

Commentary:

The Wen Wei Po interview emphasises that Hins Cheung proactively contacted and joined the Security Bureau’s “Positive Guidance” programme. However, given his past statements, it is difficult to fully accept that the engagement was purely one-sided initiative. It may also have been facilitated through government channels or intermediaries, later presented in media narratives as a “voluntary participation”, thereby shaping an image of personal reflection and transformation.

At the same time, the decision may also reflect multiple practical considerations, including opportunities in mainland markets, economic factors, and strategies by his management or broader commercial interests. More broadly, the incident also reflects a reality of Hong Kong’s entertainment industry today, where public figures operating in politically sensitive environments may need to gradually adjust their positioning and public expression in order to maintain market viability and career space.
