The Toyoake City Government in Aichi Prefecture, Japan recently proposed a non-binding ordinance recommending a two-hour daily smartphone limit for all residents to address internet addiction and sleep issues.
Mayor Masafumi Koki said the measure aims to “prevent physical and mental health problems, including sleep disorders, caused by excessive electronic device use.” Children aged 6–12 are advised not to use phones or tablets after 9 PM, while teens and adults should stop by 10 PM. The policy is expected to take effect in October, but no fines will be imposed for exceeding the limit.
The proposal has sparked significant backlash on social media. Within four days of the announcement, the city received 83 calls and 44 emails, 80% of which were negative. Many residents view the limit as impractical and question its feasibility. The city emphasizes that the measure is intended to promote family discussions and reflection on device use rather than enforce strict compliance.
