On October 9, 2025, mediated by the United States, Israel and Hamas reached a Gaza peace proposal aimed at ending recent hostilities and facilitating a prisoner exchange.
The proposal was negotiated during a White House meeting led by President Trump, with preliminary agreement from Israeli Prime Minister Netanyahu and Hamas representatives. The plan requires Hamas to release approximately 20 Israeli hostages within 72 hours, establish a U.S.-led “Peace Commission” to assist in forming a transitional Palestinian government, and oversee the release of hostages and the implementation of a ceasefire, aiming to reduce military action and humanitarian crises. Israel, in turn, will release 250 Palestinian life-term prisoners and 1,700 Gaza residents detained since the October 7 conflict.
UN Secretary-General Antonio Guterres stated that the UN would support full implementation of the peace proposal and intensify principled humanitarian aid efforts. He called on all parties to comply fully, emphasizing that hostages must be released with dignity. Guterres also praised diplomatic efforts by the U.S., Qatar, Egypt, and Turkey as a much-needed breakthrough.
Hamas has expressed willingness to release all Israeli hostages, though some terms remain under negotiation. Representatives from the three parties will hold a new round of talks in Egypt to determine the practical implementation of the peace plan. The Israeli government stated that it would carry out military action independently if Hamas refuses to accept the plan.
